well i finally might make my first mugen character it might be r-109 from timesplitters 2
but i cant draw sprites cause i suck at drawing
i also dont know if can go through with it
also need idea for a base.

Maybe sentinel from x-men and monk from martial masters?

There is a tutorial section in this forum for spriting and there are a ton of videos on youtube for easy step by step learning lesson skills.

also i got a new computer sadly its windows 8 but at least mugen runs on it

They have fighter factory classic on virtualtek and it still works well for creating characters.  yes

I recommend this program to sprite, it allows you to build palette indexing, which is required for mugen, and you can edit .pcx files directly, unlike mspaint. It also has batch conversion, which allows you to convert many images at once into another format if you prefer .png or .bmp instead of .pcx.

i cant seem to install mosworkshop it says error 0 running command setup.exe

I've had this problem before, certain window versions don't install it, it's an old program that doesn't get updated.

Try this instead, the program all ready installed.

Extract it into "Program Files (x86)", or "program files" when you open drive C: computer or whatever you called it. Then make "MOSWorkshop.exe" a shortcut by right holdclicking and dragging to your desktop to "create as shortcuts"

oh yes, that's fine, take your time. It's a little hard at first but eventually you'll memorize everything and just fly through the whole process and start making full characters as little as 1-6 days of work after a few years of experience with experiments and tests.

I personally just recommend playing around with the program first, just to get used to everything. Try some tools, draw a circle or square, make a few lines, try copying colors, play around with the eraser, see what the other buttons do, etc.

Just try and have fun with it and don't worry about mistakes or something taking too long. Keep in mind to that this is just a hobby and it may or may not be for everybody, though it's good to try new challenging hobbies and it's good to see where it could take you.

find an image file host, I use

imgur.com

upload it there

then copy/paste the address into this code
